２０２４年４月２９日、欧州連合（EU）は、欧州保健緊急事態準備・対応機関（Health Emergency Preparedness and Response：HERA）がクリティカル・メディシン・アライアンス（Critical Medicines Alliance）を正式発足させたことを発表した１）。EU薬事法制（EU pharmaceutical legislation）改革案を産業部門として補完するものである。
クリティカル・メディシン・アライアンスは、2023年10月２４日発表の行動指針2）に基づき、2024年１月に立ち上げられた。アライアンスの立ち上げと並行して、重要医薬品リスト（Union list of critical medicines）も2023年12月12日に公開されている3）。また、EMAのもとにも、重要医薬品に関わる危機への備えと管理責任を果たすための①医薬品不足と安全性に関する執行運営グループ（MSSG）と②医薬品不足窓口（SPOC）作業部会とがある4）。
一方、クリティカル・メディシン・アライアンスは、EUの総局（directorate-general）のHERAのもとにおかれ、EU加盟国、主要産業界、市民社会、科学界から関連する利害関係者を集めた協議メカニズムであり、EUにおける重要医薬品の供給を強化するための解決策を提案し、最終的には不足を予防し、効果的に対処するための取り組みを強化することを基本目的としている。
クリティカル・メディシン・アライアンスでは、サプライチェーンの脆弱性を特定し、特定された課題に対処するための新たな手段を提案するが、その際の理念として、①多様化の促進encouraging diversification、②製造業の強化boosting manufacturingに重点を置いている5）。
主な目標は、供給安全保障の強化、医薬品の入手可能性の確保、EUのサプライチェーンにおける依存の低減などである。これらの目標を達成するため、サプライチェーンに関わる分析を行うとともに、EU域内の製造業を強化するための「パイプライン投資プロジェクト」＝EUと各国の資金確保、重要な医薬品の供給を強化するための能力予約契約や共同調達などの市場インセンティブも検討することとされ、より具体的な５年間の活動計画を２０２４年末までに策定する予定としている。
欧州の製薬業界の団体であるEFPIAも、４月２５日、医薬品サプライチェーンの安全性を強化し、すべての欧州人が医薬品を入手できるようにするための積極的な協力関係であるとして、歓迎する声明を発表している6）。
